Frederick was born in 1862 in Cowden, Kent, England. Frederick's father was Henry Longley and his mother was Eliza Mepham. His paternal grandparents were John Longley and Esther Kenward. He had three brothers and seven sisters, named Walter, Albert, Lewis, Henrietta, Elizabeth, Selina, Bertha, Ada, Mabel and Laura. He is the fourth oldest of the eleven children.
